Standards of Training, Certification & Watch keeping (STCW A- II/1, STCW A- III/1) provides the list of competencies for which cadets need to be trained. Deck and Engine Cadet Training Record books contain list of tasks addressing each of the competencies mentioned in STCW and are widely used in the industry.

While the competencies are defined, there is no learning material available for the underpinning knowledge required for each competency. Officers on board try to teach the cadets. However the time available for such interaction is very limited.

MarinePALS and Anglo-Eastern Ship Management Ltd. have developed PALS (Proficiency and Learning System) platform which essentially is a webbased portal with an off-line version available on a tablet. It replicates deck and engine cadet record books and provides the learning material corresponding to each task. The platform now covers the learning content and digital versions of
